The utilization of Information and Communication Technology (ICT) in 3T (remote, underdeveloped, and disadvantaged) regions often remains limited at essential levels and is not fully integrated into the learning process. This creates significant challenges in efforts to enhance the quality of education in 3T areas. This research aims to investigate the extent of ICT utilization, identify the barriers and challenges faced, and evaluate the impact of an integrated learning model supported by ICT in improving the quality of education in 3T regions. Path analysis method is employed to analyze the influence of ICT utilization on integrated learning and learning quality. In this method, the assessment groups are divided into three variables to be tested: ICT Utilization (X) as the independent variable, Integrated Learning (Y1) as the mediating variable, and Learning Quality (Y2) as the dependent variable. The study population consists of students and teachers involved in primary education across various schools in the Unter Iwes District. The research results indicate that the utilization of ICT in 3T region education has a significantly positive impact on the integrated learning model and the quality of learning in the Unter Iwes District. The integrated learning model significantly contributes to enhancing the quality of learning, with a path coefficient of 0.675 and a p-value of 0.004. ICT utilization also has a significant positive influence on the integrated learning model and learning quality. However, there are some barriers, such as inadequate infrastructure and limited resource availability for teachers and students, which still affect the optimization of ICT's role in the context of learning in 3T regions.
