ANALISIS STRATEGIS KELAYAKAN KONTRAK BERBASIS KINERJA (PERFORMANCE BASE CONTRACT) PADA PROYEK JALAN DI KABUPATEN SUMBAWA BARAT

With conventional contracts that have been applied to road projects in West Sumbawa Regency, there have
been phenomena that are very risky for the level of performance of district road services in West Sumbawa
Regency. Thus, research related to Performance Based Contracts (PBC) was proposed as one of the
innovative solutions in road construction project engagements to produce better quality of project outputs and
outcomes. This study aims to analyze the strategic feasibility of Performance-Based Contracts in a highway
project in West Sumbawa Regency using the SWOT strategic policy analysis method.
The data used in this research are primary data and secondary data. Primary data was obtained from the
results of a questionnaire that collected from actors and practitioners in West Sumbawa Regency. Meanwhile,
secondary data was depicted from budget execution documents in the high-level sector of the Office of Public
Works and Spatial Planning (DPUPR) of West Sumbawa Regency in 2022 and related literature.
The data analysis method used is descriptive qualitative analysis. The results of the study show that the PBC
concept is feasible to be applied in road projects in West Sumbawa Regency. Notably, this can be achieved
by minimizing the shortcomings, such as: the lack of capacity of service provider personnel; the minimal
capacity of ASN actors procuring goods and services, there are no rules that form the legal basis for the work
of PBC. These criteria are necessary for KBK to be applied as an innovative highway project engagement.
