This study aims to determine the factual learning management and conceptual development model of
learning management based on SKKNI to improve the achievement of student competencies in the
TBSM SMKN 1 Taliwang major. The learning management conceptual development model uses the
borg and gall principle which is simplified by Samsudi with preliminary, development and validation
stages. The learning management in question is learning planning, learning implementation, learning
evaluation and learning innovation. The form of this research is the development of the previous
learning management. This study uses qualitative research and data collection techniques using
interviews, document studies and observation. Factual learning planning in the TBSM department is
based on KI/KD, the implementation of factual learning in the TBSM department adjusts to the
condition of the department which is still constrained by human resources, facilities and infrastructure
to support learning. Evaluation of factual learning in the TBSM department adjusts to the state of the
school and the circumstances of the students. The factual competency test in the TBSM department
uses the services of DUDI around the school. Conceptual learning planning for the SKKNI-based
department, Implementation of SKKNI-based conceptual learning in the TBSM department using IT
technology, inviting guest teachers, light factory-service teaching-based learning, carrying out certain
class outings, my favorite workshop and forming an entrepreneurial group. Evaluation of conceptual
learning based on SKKNI. The conceptual competency test is held by LSP P1 SMKN 1 Taliwang and
the certificate is BNSP standard. The obstacle faced in implementing SKKNI-based learning in the
TBSM department of SMKN 1 Taliwang is controlling students.
