Abstract

Innovation is an idea that appears as a form of action to solve a problem. Educators are
the main actors who directly touch the educational process in school units. The level of early
childhood education is the first step in a child's life in taking education with a pattern of forming
the child's character to be ready to face social life and further education. The status of educators
who are separated between civil servants and non-civil servants is of particular concern, especially
in terms of teacher allowances. The Sumbawa district government provides non-PNS Kindergarten
teacher allowances as a form of support for teacher dedication. This program is used as an
innovation in the field of manpower development, especially the section on Early Childhood
Education and Non-Formal Education Educators. The implementation so far is in accordance with
the SOP that has been applied. The implementation of this allowance has the following advantages:
1) Able to provide motivation for teachers to increase their competence at work. 2) Able to give
appreciation to teachers so as to create awareness of moral responsibility as educators. 3) ease of
requirements for nomination of allowance recipients and ease of disbursement. While the lack of
implementation. Weaknesses: 1) verification is constrained by data from Dapodik verval by school
units. 2) Irregular budget disbursement period. 3) The distance and time taken by the teacher if it
can only be disbursed at one designated bank. Non-PNS Kindergarten teacher allowances have an
effect on increasing teacher competence, both pedagogically, professionally, socially, and
personally.
