IMPLEMENTASI PENERAPAN STANDAR PELAYANAN MINIMAL BIDANG KESEHATAN PADA DINAS KESEHATAN KABUPATEN SUMBAWA

Abstract

The implementation of Minimum Service Standards (SPM) in the health sector in
Sumbawa Regency has implemented the Minister of Home Affairs Regulation Number
59 of 2021 concerning the Implementation of Minimum Service Standards and refers
to the Minister of Health Regulation Number 4 of 2019 concerning Technical
Standards for Fulfilling Basic Service Quality on Minimum Service Standards in the
Health Sector. The Department of Health as the supporting regional apparatus of 12
types of basic health services in the health sector, the average achievement is only
76.45% and has not been able to meet the target of 100%. This study aims to
determine the implementation of SPM implementation policies at the Sumbawa District
Health Office, the Health Service's strategy in implementing basic health services
based on SPM, and supporting factors and inhibiting factors in SPM implementation.
The research method used is descriptive research with a qualitative approach, data
collection is done by means of semi-structured interviews to obtain information from 5
informants consisting of 3 main informants and 2 triangulated informants. The results
of the study indicate that the implementation of SPM in the health sector has been
implemented well even though it has not been maximized. The strategy carried out by the Health Service refers to regulations/policies related to the application of SPM,
quality, and excellent service quality. The supporting factor is through the internal
efforts of the Health Office. The inhibiting factors are the lack of optimal coordination
at the organizational level of the regional apparatus, the not yet maximal performance
of the apparatus, the lack of budget allocations in the Regional Revenue and
Expenditure Budget (APBD), and there is no regional action plan.
