Abstract

Fertilizer as one of the farming inputs that plays a role in fulfilling plant nutrients
has an important role in increasing the production and productivity of agricultural
commodities. The large number of food crop farmers in Indonesia has made them
dependent on government assistance programs in the form of subsidized fertilizers.
There are still various problems that arise along the distribution chain of subsidized
fertilizers. In 2021 there will be a decrease in the production and productivity of
several commodities in the Moyo Hilir District. The decline in production included rice
commodities by 8.87%, corn by 9.00%, the previous year (2020). It is feared that the
increase in subsidized fertilizer prices that have occurred since 2021 until now will
further reduce agricultural production and productivity. Good distribution activities

are needed for subsidized fertilizers in an effort to meet the fertilizer needs of
farmers.
This study aims to determine the analysis of the effectiveness and efficiency of
distribution of subsidized fertilizers in food crop farming. especially for the fertilizer
produced by PT. Petrokimia Gresik and PT. Pupuk Kalimantan in Moyo Hilir District,
Sumbawa Regency. Efficient distribution will provide fair benefits not only to farmers
but also to intermediary traders involved along the channel. The type of data used is
primary and secondary data by collecting using interviews, observation, and
documentation.
The results showed that the mechanism for distributing subsidized fertilizers in
Ngeru Village, Moyo Hilir District, Sumbawa Regency to the farmers was very long.
Judging from the scale of effectiveness, the fertilizer distribution process has been
effective, but several findings in the field identified weak control or monitoring
mechanisms and inaccurate predictions of fertilizer use during the planting season,
so there were several cases of fertilizer scarcity.
