Abstract

ABSTRACT
Institutional capacity development plays an important role in various aspects of existence, one of which is in
the realm of government institutions. Capacity building is very important to increase the efficiency and efficacy of
officers in carrying out their responsibilities as civil servants. In addition, government policy regulations and
deregulation have the potential to hamper the operational performance of organizations in providing their public
services. Capacity development is an effort intended to develop a variety of strategies to increase the usability,
effectiveness, quality of services and responses to government performance as well as improving the ability of a
person, an organization or a system to achieve the desired goals in terms of time and resources, business feasibility
and the response is how to synchronize needs and capabilities for that purpose. This research aims to find out how
regional government institutional capacity is developing in improving the quality of integrated services in 2022 at the

Sumbawa Regency Investment and One-Stop Integrated Services Service and what factors influence capacity
development in DPMPTSP Kab. Sumbawa. This research uses a qualitative descriptive method which describes a
situation, an object or an event without drawing a general conclusion. Data collection techniques were carried out
using observation, interviews and documentation. The results of this research indicate that institutional capacity
development in DPMPTSP Kab. Sumbawa can be said to be in good shape judging from the programs that have been
carried out starting from increasing human resources, apparatus discipline, organizational strengthening and
improving facilities and infrastructure. Although there are still complaints regarding a lack of understanding of the
service flow and use of the OSS application. The factors that influence the development of institutional capacity at
DPMPTSP Kab. Sumbawa includes supporting factors and inhibiting factors. Supporting factors are leadership and
shared commitment. Inhibiting factors are budget capacity and regulatory inconsistencies.
